In 1996 the Hungarian Nuclear Safety Directorate (NSD) has launched an ambitious project to install a modern Centre for Emergency Response, Training and Analysis (CERTA). The project has been financially supported by the Hungarian and British Governments, by the IAEA and by the European Community. The main function of the CERTA is supporting the monitoring, analyzing and advisory team of NSD in case of nuclear emergencies with appropriate hardware/software tools for communication, diagnosis, prognosis and prediction. As part of this project, an on-line safety parameter dislay system (the VITA SPDS) has been developed and installed by AEKI.

 

The most important functions of the VITA (Visual Information Transfer and Analysis) SPDS are as follows:

 maintaining an on-line data link with the Paks NPP,

 processing plant data (validity and limit violation checks),

 continuous data archivation,

 comprehensive archive processing services (event localization and listing),

 presentation of a Safety Parameter Display screen,

 presentation of a p-T diagram,

 presentation of on-line parameter trends and data trends from the archives,

 archive playback (off-line analysis of abnormal plant events by a consistent "replay").

 

The cycle time of data communication between the CERTA and the NPP is 10 seconds. The communication is performed through a "virtual LAN" over a leased digital communication line. The line connects CERTA to the central plant information system containing data for each unit, originating from the plant computers, from the VERONA core monitoring systems and also from common plant monitoring systems (e.g. dosimetry and radiation information system). In the present CERTA VITA version cca. 350-400 main parameters are transferred to the CERTA for each reactor unit.

Plant data are being continuously archived by the system, the time span of the achives is sufficient to cover a whole fuel cycle. Archive playback is an important service of the VITA: during a "replay" session previously recorded measurement snapshots are loaded into the database. The contents of a snapshot is processed in the same way as in the on-line system: events are generated, trends and SPD screens are refreshed, etc.

The system can be connected to the Paks full-scope simulator, as well, this feature is used for training purposes.
